Engrs. Meriam Makinano-Santillan and Jojene R. Santillan (CSU Phil-LiDAR 1 Project Leader and Chief Science Research Specialist), Engr. Anna Marie Pondog (CSU Phil-LiDAR 2 OIC Project Leader), and Engr. Jeffrey T. Dellosa (CSU Innovation and Technology Support Office – ITSO Director) attended the one-day Phil-LiDAR 1 and 2 Program Intellectual Property (IP) Workshop last August 30, 2016 at the National Engineering Center Audio-Visual Room, University of the Philippines in Diliman, Quezon City.
The IP Workshop was held to gather Project Leaders and Researchers of various projects of the Phil-LiDAR 1 and 2 Programs that are implemented nationwide by 15 Higher Educational Institutions (HEIs), including representatives from IP Offices or ITSO Offices of each HEI. The Phil-LiDAR 1 and Phil-LiDAR 2 Programs (www.dream.upd.edu.ph) are Department of Science and Technology (DOST) initiatives that engage the University of the Philippines-Diliman and 15 Higher Education Institutions (HEIs) throughout the country to produce detailed flood hazard and resource maps using LiDAR technology. Generation of the Programs’ LiDAR and LiDAR-derived datasets involves workflows shared between UP Diliman and partner HEIs. As such, the intellectual property (IP) rights of the partners and that of the two programs must be equally protected. Therefore, the workshop was aimed to produce IP/data sharing protocols and documents (e.g. EULA, MOA, etc.) that protect each party’s IP rights as well guide the users of the Program’s datasets.
The Workshop started with a message from Dr. Ariel C. Blanco, the Phil-LiDAR 2 Program Leader. It was followed by an overview of the goals of the workshop. After this, various principles of Technology Transfer including devolution, copyright, and Fairness Opinion Report (FOR) was discussed by Mr. Cedrik Ben Gayares, Invention Patent and Technology Management Officer of the Technology Transfer and Business Development Office (TTBDO) of the UP System. The discussion was followed by a presentation of the proposed Phil-LiDAR 1 and 2 IP Sharing Terms of Reference (TOR) by Dr. Luis G. Sison, Director of the TTBDO. Representatives from each HEIs and the resource persons discussed the roles and resources of each HEIs on the said TOR. Dr. Sison also led the participants in the examination, deliberation and evaluation of the generated draft IP Sharing Memorandum of Agreement (MOA), including the discussion of rights and royalties. The proposed End User License Agreement (EULA) that will form part of the data sharing mechanisms of the Phil-LiDAR 1 and 2 Programs was likewise discussed.
In the latter part of the workshop, Dr. Enrico Paringit discussed the templates of the various reports that will be jointly generated by the Phil-LiDAR 1 Program and Project Teams, and to be published and shared to the public later on.
The IP Workshop ended with a closing remark by Dr. Enrico C. Paringit.
